The demand for globally skilled and competent human resources in Vietnam has confirmed the need to strengthen postgraduate training for human resource (HR) development in a rapidly changing international landscape. This study aims to explore potential opportunities to enhance graduate human resource development training in Vietnam through international cooperation and partnerships and to suggest strategies for policymakers and educational institutions to effectively integrate international perspectives into such programs. To achieve these goals, an integrated research approach is used. The data were analyzed using both quantitative and qualitative methods to identify potential opportunities and challenges related to the integration of international perspectives into postgraduate human resource development training in Vietnam. The study comprehensively looked at existing databases on graduate human resource development training and international education. Data were then collected through surveys and interviews with key stakeholders, including students, HR professionals, policymakers, and representatives from educational institutions and international organizations. The study sheds light on the benefits and limitations of international cooperation and partnerships in enhancing postgraduate human resource development training. It explores how exposure to international practices, and curricula, can enrich the knowledge and skills of Vietnamese students and professionals, helping them better prepare them for the global job market. Some potential strategies have been mentioned such as investing in educational technology; education development and modernization strategy; curriculum reform; investment in educational technology; teacher training and professional development; promoting STEM education; Public Private Partnership (PPP); Vocational Education and Training (VET) Reform;

and internationalization of education. This study attempts to contribute valuable insights to the ongoing efforts to strengthen postgraduate training for HR development in Vietnam. By embracing international perspectives and fostering learning experiences, Vietnam can nurture a talented and adaptable workforce that can thrive in an increasingly interconnected and competitive global landscape.
