Overview of the National Defense and Security Education Program
1. Teaching Staff
- Currently, the National Defense and Security Education Program under the Faculty of Physical Education, National Defense and Security Education is responsible for teaching National Defense and Security Education courses to students across the University. The program has six full-time lecturers who have been professionally trained in National Defense and Security Education and meet the qualification standards prescribed by regulations. The program also benefits from the valuable experience of previous generations and the collective responsibility of experienced visiting lecturers. Among the six lecturers, two hold doctoral degrees, three hold master's degrees, and one holds a bachelor's degree.
- The University's National Defense and Security Education lecturers, together with visiting lecturers, regularly participate in training and professional development programs organized by the Department of National Defense and Security Education under the Ministry of Education and Training to meet lecturer standardization requirements. In addition, lecturers serving as self-defense force commanders attend annual military and defense training courses organized by the Hanoi Capital Command. These opportunities enable lecturers to continuously update their knowledge of military affairs and national defense while incorporating practical and relevant content into their teaching. As a result, the current teaching staff fully satisfies regulatory standards and effectively meets the requirements for delivering National Defense and Security Education courses.
2. Facilities, Equipment, and Training Grounds
- Over the years, the University has designated Campus 2 in Soc Son District, covering more than six hectares, as the primary location for National Defense and Security Education instruction. The University has continuously invested resources and mobilized social support to gradually provide the teaching and learning facilities required under Circular No. 19/2022/TT-BGDĐT issued on December 22, 2022 by the Minister of Education and Training. These facilities include National Defense and Security Education textbooks; educational charts, photographs, and maps; rifle and grenade models; cutaway models of AK and SKS rifles, B40 and B41 launchers; mine models; MB-01 models; training AK rifles; explosive sound simulation devices; military training equipment; first-aid equipment; MBT-03-AK47 electronic shooting systems; and student uniforms...
- The University receives, registers, manages, and utilizes weapons, teaching equipment, and student uniforms in accordance with regulations. Facilities, training equipment, instructional models, tactical training grounds, shooting ranges, grenade-throwing practice areas, drill and formation training grounds, and other related infrastructure generally meet the minimum requirements for teaching and learning activities.
- The University currently provides two specialized classrooms with seating capacities of 100–150 students and four large classrooms accommodating 150–170 students. All classrooms are equipped with multimedia projectors and audio systems.
3. Organization of National Defense and Security Education Teaching
- The University implements the National Defense and Security Education curriculum for university students in accordance with Circular No. 05/2020/TT-BGDĐT issued on March 18, 2020 by the Minister of Education and Training. Teaching responsibilities are carried out by lecturers from the National Defense and Security Education Program under the Faculty of Physical Education, National Defense and Security Education, together with visiting lecturers assigned for each training period.
- National Defense and Security Education is a distinctive subject. Although students are required to undertake intensive study and adapt to living conditions that are often more demanding than those of other courses, the curriculum remains closely aligned with real-world requirements and complies with the regulations of National Defense and Security Education Councils at all levels. Through studying the subject, students further strengthen their awareness of their responsibility to protect the Fatherland.
- The University organizes multiple intensive training sessions, with each cohort consisting of approximately 300–400 students. Following these training periods, students have demonstrated significant improvements in discipline, self-awareness, and organizational skills.
- During training, students are accommodated, organized, and managed collectively according to military company structures. Company commanders are appointed from the University's full-time National Defense and Security Education lecturers, while deputy company commanders, platoon leaders, and squad leaders are selected from students serving in leadership roles. Students participating in National Defense and Security Education follow selected daily and weekly routines modeled on military discipline and regulations. In addition to the prescribed curriculum, the University organizes a variety of extracurricular activities, including cultural and artistic programs, sports activities, military experience programs, visits to military units, and educational sessions on safety measures and fire prevention. These activities provide practical knowledge and skills that support daily life while contributing to the development of a healthy educational and cultural environment.
Based on its existing conditions, legal foundations, and practical requirements, Hanoi Metropolitan University plans to propose that the Department of Militia and Self-Defense Forces under the General Staff of the Vietnam People's Army, the standing agency of the Central National Defense and Security Education Council, together with the Ministry of Education and Training, consider including the University in the national development plan for establishing a National Defense and Security Education Center. This initiative aims to better serve the National Defense and Security Education needs of students at Hanoi Metropolitan University, as well as students from universities and colleges throughout Hanoi and neighboring provinces.
