ASSIGNMENT OF RESPONSIBILITIES OF MEMBERS OF THE PARTY EXECUTIVE COMMITTEE
18th TERM, 2025 - 2030
1. Comrade Tran Anh Tuan – Secretary of the Party Committee
- Provides overall leadership and direction for all Party affairs of the University.
- Directly oversees political and ideological work, organizational affairs, key personnel management, internal political security, and directs the formulation and implementation of the University's development strategy and master plan.
2. Comrade Do Hong Cuong – Deputy Secretary of the Party Committee
- Authorized responsibilities (Authorization effective from January 19, 2026, until the Secretary of the Party Committee resumes official duties):
+ Oversees the routine operations of the Party Committee, the Standing Committee, and the Standing Office of the Party Committee in accordance with the working regulations.
+ Chairs meetings and conferences of the Party Committee during the authorization period.
+ Signs documents on behalf of the Party Committee within the authority of the Secretary (except documents relating to key personnel or Party disciplinary matters as regulated by the Hanoi Party Committee).
- Oversees the overall administration of the University, directly managing: Organizational structure and personnel management under the authority of the President; Planning and Finance; Scientific research management; External relations and cooperation; Postgraduate education; Implementation of the University's Development Strategy; Professional emulation and commendation; Disciplinary matters concerning officials, employees and staff; Grassroots democracy implementation; Anti-corruption and anti-waste practices; Admissions for all training programs.Organizational structure and personnel management under the authority of the President; Planning and Finance; Scientific research management; External relations and cooperation; Postgraduate education; Implementation of the University's Development Strategy; Professional emulation and commendation; Disciplinary matters concerning officials, employees and staff; Grassroots democracy implementation; Anti-corruption and anti-waste practices; Admissions for all training programs.
- Commander of the University's Military Command Board.
- Signs Party Committee and Standing Committee documents within assigned responsibilities.
- Supervises the following Party Cells:
+ Department of Planning and Finance
+ Faculty of Foreign Languages Party Cell;
+ Faculty of Physical Education, National Defense and Security Party Cell.
- Participates in Party activities at the Organization, Administration and Facilities Management Office Party Cell.
3. Comrade Bui Quoc Hoan – Deputy Secretary of the Party Committee
- Directly oversees: Digital transformation; Quality assurance; Activities at practical training facilities; Construction, maintenance and repair of facilities; Public asset management and utilization; Service operations, scientific and technological applications and technology transfer; Culture, arts and sports; Communications.
- Signs Party Committee and Standing Committee documents within assigned responsibilities.
- Supervises the following Party Cells:
+ Department of Examination and Educational Quality Assurance - Inspection and Legal Affairs Office Party Cell;;
+ Faculty of Mathematics and Information Technology Party Cell;
+ Faculty of Engineering and Environment Party Cell;
+ Center for Science & Technology and Equipment Management – Center for Strategy and Policy Development Party Cell;
+ Information - Library and Learning Resources Center – Medical Station Party Cell;
+ Thang Long Primary, Lower Secondary and Upper Secondary School Party Cell.
- Participates in Party activities at the Examination and Educational Quality Assuranc Office – Inspection and Legal Affairs Office Party Cell.
4. Comrade Nguyen Van Tuan – Member of the Standing Committee, Chairman of the Inspection Commission
- Directly oversees : Party inspection and supervision; Settlement of complaints and denunciations; Curriculum development; Undergraduate and international education management; Development of short-term training programs; Cooperation in training and professional development with external organizations; Development of the University's Scientific Journal.
- Supervises the following Party Cells:
+ Academic Affairs and Student Affairs Office – Postgraduate Studies Office Party Cell;
+ Faculty of Social Sciences and Humanities Party Cell;
+ Faculty of Economics and Tourism Party Cell;
+ Institute of Hanoi Studies and International Education – Faculty of Management and Urban Studies Party Cell;
+ Center for Professional Development and Competency Assessment – General Services Center Party Cell.
- Participates in Party activities at the Academic Affairs and Student Affairs Office – Postgraduate Studies Office Party Cell.
5. Comrade Tran Thi Ha Giang – Member of the Standing Committee
- Directly oversees Party affairs and professional activities of the Faculty of Education; youth affairs; the Ho Chi Minh Communist Youth Union; the Student Association; and Party member development among students.
- Supervises:
+ Faculty of Education Party Cell;
+ Student Party Cell.
- Participates in Party activities at the Faculty of Education Party Cell.
6. Comrade Nguyen Hong Chien – Party Executive Committee Member
- Directly oversees Trade Union affairs, healthcare for officials, staff, employees and learners, and inspection and legal affairs.
- Oversees the Information, Library and Learning Resources Center – Medical Station Party Cell.
- Participates in Party activities at the Testing & Educational Quality Assurance Office – Inspection and Legal Affairs Office Party Cell.
7. Comrade Vu Cong Hao – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Faculty of Social Sciences and Humanities; responsible for Party communication and ideological education.
- Oversees and participates in Party activities at the Faculty of Social Sciences and Humanities Party Cell.
8. Comrade Le Thi Thu Huong – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Institute of Hanoi Studies and International Education, including Hanoi Studies teaching and research.
- Oversees and participates in Party activities at the Institute of Hanoi Studies and International Education – Faculty of Management and Urban Studies Party Cell.
9. Comrade Nguyen Van Linh – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Testing and Educational Quality Assurance Office.
- Oversees and participates in Party activities at the Testing & Educational Quality Assurance Office – Inspection and Legal Affairs Office Party Cell.
10. Comrade Hoang Thi Mai – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Faculty of Mathematics and Information Technology; advises and directs the application of information technology in management, teaching and scientific research.
- Oversees and participates in Party activities at the Faculty of Mathematics and Information Technology Party Cell.
11. Comrade Pham Thi Bich Ngoc – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of Thang Long Primary, Lower Secondary and Upper Secondary School.
- Oversees and participates in Party activities at the Thang Long Primary, Lower Secondary and Upper Secondary School Party Cell.
12. Comrade Hoang Thi Thu Phuong – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Organization, Administration and Facilities Management Office, including: Mass mobilization; Party Committee Office; Party member development among officials and employees; Party finance; Organizational affairs.
- Oversees and participates in Party activities at the Organization, Administration and Facilities Management Office Party Cell.
13. Comrade Dao Truong Thanh – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Academic Affairs and Student Affairs Office.
- Oversees and participates in Party activities at the Academic Affairs and Student Affairs Office – Postgraduate Studies Office Party Cell.
14. Comrade Nguyen Dang Trung – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Graduate Studies Office.
- Oversees the Faculty of Foreign Languages Party Cell.
- Participates in Party activities at the Academic Affairs and Student Affairs Office – Postgraduate Studies Office Party Cell.
15. Comrade Nguyen Minh Tuan – Party Executive Committee Member
- Directly oversees Party affairs and professional activities of the Planning and Finance Office.
- Oversees and participates in Party activities at the Planning and Finance Office Party Cell.
