Inaugural Address by the Rector and Chairman of the University Council
Distinguished delegates, esteemed teachers, colleagues, and dear students!
Today is a momentous day for Hanoi Metropolitan University, for me personally, and for Assoc. Prof. Nguyen Anh Tuan. The announcement and awarding of the Rector and Chairman of the University Council positions are a great honor for us, as we have received the trust and expectations of the City Party Committee, the Hanoi People's Committee, and the faculty, staff, and students of Hanoi Metropolitan University. In this significant moment, we also recognize the responsibility to continue the 65-year tradition of the University, a great responsibility to the present and future of the only university in the capital city of Hanoi.
I would like to express my deep gratitude to the City Party Committee, the Hanoi People's Committee, the Party Committee of Universities and Colleges in Hanoi, the representatives of leaders from agencies, departments, branches, districts of Hanoi, and the university's partner units at this solemn ceremony. Your presence is a valuable source of encouragement for me and Comrade Nguyen Anh Tuan in our work in the coming time.
I also want to extend my sincere thanks to the beloved teachers and students of Hanoi Metropolitan University, my second home where I have worked for the past 25 years since graduating from university.
I would like to express my deep gratitude to the previous leaders: Mr. Hoang Viet Anh, Mr. Nguyen Manh Dung, Mr. Nguyen Van Tuan, Mr. Vu Ngoc Phuong, the teachers and Rectors who have nurtured the university's tradition; especially Assoc. Prof. Dr. Bui Van Quan and Assoc. Prof. Dr. Nguyen Vu Bich Hien, the pioneers who laid the foundation for university governance over the past 10 years.
Distinguished Delegates and Comrades!
Being appointed as the Rector of the university is both an honor and a great responsibility for me. I am aware of the difficulties facing the university in the coming time and look forward to the cooperation and sharing of all staff, officials, and employees of the university in the process of carrying out our duties. In today's solemn ceremony, I would like to express my thoughts and wishes - as a promise - to the leaders and the university community.
First, to continue to promote the achievements of previous terms that have been collectively recognized and to inherit the good initiatives and experiences of the previous university leaders; to maintain stability for the university's development based on internal solidarity, promoting the spirit of cooperation and creative work of each member of the university.
On December 31, 2023, the university's development plan was approved by the Hanoi People's Committee. This is the guiding principle for all activities of the university. To achieve the goals set out in the development plan, I hope that all staff, lecturers, and students of the university, together with me and the university's leadership team, will think, focus our efforts and intelligence to effectively implement the following specific plans and tasks:
Building an educational environment imbued with the civilized and elegant identity of Hanoians in the university with the core values of: Humanity - Creativity - Motivation - Identity.
Doing well in the work of planning cadres in conjunction with training and fostering to continuously improve the quality of the teaching staff, the staff of officials, and educational managers, in the immediate future to meet the standards of higher education institutions and more broadly to meet the requirements of higher education in the new situation.
Continuously improving the quality and expanding the scale of training, building and developing the brand of Hanoi Metropolitan University. Promoting scientific research among staff, lecturers, and students, making scientific research practical, to gradually affirm the university's reputation in training and scientific research in the Vietnamese university community; Promoting international cooperation, meeting the requirements of exchange and cooperation with foreign partners in the era of integration.
Actively implementing projects to build the university according to the overall plan approved by the Hanoi People's Committee; strengthening the construction of facilities and equipment, investing in libraries, information technology infrastructure; promoting digital transformation in all areas of the university's activities to better serve the teaching and research needs of staff and students and the university's management.
Caring for the spiritual and material life of officials, employees, and laborers; practicing thrift, combating waste; actively exploiting and managing legal revenue sources effectively to improve income for officials, employees, and laborers.
Being proactive and creative in receiving tasks to contribute to the development of Hanoi, thereby affirming the role of the only university in Hanoi. At the same time, making efforts to meet the new Higher Education Institution Standards issued in February 2024 to gradually improve the university's ranking in the ranking of Vietnamese universities, gradually reaching international standards.
I aspire to create the core values of a university of Hanoi; I have a burning desire for a team of exemplary, professional, and civilized staff and lecturers; for intelligent, creative, and dedicated students; I dream of a spacious university, worthy of the meaning of a University, a cultural, educational, scientific, and international cooperation center of Hanoi, the Capital Region, and the whole country.
I have the responsibility to work with the university's leadership team to build a university with a broad vision, a clear strategy, and a modern management style, going beyond ordinary management thinking.
I am committed to equal opportunity for all staff and lecturers to maximize the creative potential of each individual at Hanoi Metropolitan University, first and foremost to create the best learning environment for learners.
I also understand that there is always a gap between aspirations and reality. My task and Comrade Nguyen Anh Tuan's, along with the university's leadership team, is to narrow that gap.

Hanoi Metropolitan University has more than 50 years of good performance in fulfilling its mission as a pedagogical college to train teachers for Hanoi. This was followed by nearly 10 years of continuous efforts to develop as the only public university in Hanoi. However, with many difficulties ahead, I realize that we cannot implement the above plans without the support and assistance of all lecturers, staff, and employees of the university. Building and developing the university is a common cause of many people and many generations.
With that awareness, I hope that all teachers, staff, and employees of the university, together with me and the university's leadership team, will always unite and be of one mind for the sole purpose of making our university develop more and more, affirming its position, prestige, and quality in the field of training and scientific research.
Therefore, teachers, staff, and employees, please join us in building a working environment where everyone can maximize their abilities and enthusiasm; where every effort, contribution, and contribution of each individual, no matter how small, is recognized and appreciated.
Taking on the responsibility of Rector of the university, I very much hope to continue to receive the attention and direction of the City Party Committee, the Hanoi People's Committee, the Party Committee of Universities and Colleges in Hanoi; the effective assistance of the Departments, Boards, and Branches of Hanoi, local authorities, especially the localities where the university's headquarters are located.
I especially hope to continue to receive cooperation and sharing with a high sense of community responsibility from the Party Committee, the University Council, political and social organizations, the Vice Rectors, key officials, and all staff, lecturers, employees, and students of the university in the process of carrying out our duties.
Once again, on this solemn occasion, I would like to sincerely thank the leaders of the City Party Committee, the Hanoi People's Committee, and all the staff, lecturers, and employees of the university for trusting and assigning me the important responsibility of Rector of the university. I will try to work with a spirit of dedication and high responsibility to repay the trust of the leaders and the staff, lecturers, and employees of the university.
I wish the distinguished delegates, teachers, colleagues, and students good health, full of joy, and ready to act for the development of Hanoi Metropolitan University.
