Strengthening the Friendship Between the Two Capitals: Hanoi Metropolitan University Signs a Memorandum of Understanding with Vientiane – Hanoi Friendship Vocational Technical College
The signing ceremony took place in a solemn and warm atmosphere, reflecting the close-knit relationship between Vietnam and Laos in general, as well as between the two educational institutions in particular. The event was organized within the framework of activities to promote educational and training cooperation between the capitals of Hanoi and Vientiane, in accordance with Plan No. 122/KH-UBND dated March 27, 2026, issued by the People’s Committee of Hanoi to implement the cooperation agreement between the Party Committees and authorities of Hanoi and Vientiane for the 2026–2030 period. The event contributed to further nurturing the special friendship, solidarity, and comprehensive cooperation between Vietnam and Laos.

Attending the signing ceremony were Mr. Saiysamone Ngamsy – Deputy Director General of the Department of Vocational Education, Ministry of Education and Sports of the Lao People’s Democratic Republic; and Mr. Sithon Daophasit – Deputy Director of the Vientiane Capital Department of Education and Sports. Representing Hanoi Metropolitan University were Assoc. Prof. Dr. Do Hong Cuong – President of the University, together with members of the delegation including: Assoc. Prof. Dr. Nguyen Dang Trung – Head of the Department of Postgraduate Studies; Dr. Dinh Thi Kim Thuong – Head of the Department of Science and Technology Management and International Cooperation; Dr. Dao Truong Thanh – Head of the Department of Academic Affairs and Student Affairs; and M.A. Pham Ngoc Bang – Director of the Center for Professional Training and Competency Assessment.

Representing Vientiane – Hanoi Friendship Vocational Technical College were Mr. Khamdy Boutthakhanh – President of the College, together with Vice Presidents Mr. Somlith Nisthaxay and Mr. Sonexay Phanthavong. The ceremony was also attended by Mr. Phengthavy Syphoxay – Head of the Organization and Administration Department; Mr. Khamla Souliyadeth – Head of the Electrical and Electronics Faculty; Mr. Aluonnaseng Vongphom – Head of the Information Technology Faculty; Ms. Souphongphai Lorinheuang – Head of the Business Administration Faculty; Mr. Viengxay Vilavong – Head of the Training Department; and Mr. Somphone Keobounthan – Head of the Cooperation Relations and Student Affairs Department.

The Memorandum of Understanding focuses on several important areas, including: exchanging lecturers and experts; developing training programs and curricula aligned with the practical needs of both sides; organizing scientific seminars and thematic conferences; cooperating in scientific research and technology application; supporting high-quality human resource training, especially in information technology and vocational education; and creating favorable conditions for students of both institutions to participate in academic exchange programs, internships, and cultural experiences.

Speaking at the signing ceremony, Assoc. Prof. Dr. Do Hong Cuong, President of Hanoi Metropolitan University, affirmed that with its long-standing tradition and experience in multidisciplinary training, the University would make every effort to transform the agreements into specific, practical, and effective action programs. For Vientiane – Hanoi Friendship Vocational Technical College, Mr. Khamdy Boutthakhanh – President of the College, expressed appreciation for the valuable support from Hanoi in general and Hanoi Metropolitan University in particular. He also expressed his hope that through this cooperation, the quality of vocational training in Laos would continue to improve, meeting the requirements of the country’s socio-economic development.

It can be seen that the signing of the Memorandum of Understanding between the two institutions is not merely an educational cooperation agreement, but also a strong bridge connecting the younger generations of the two countries. This event is expected to open up more opportunities for learning and development for students from both sides, while further strengthening the faithful and transparent friendship between the two capitals of Hanoi and Vientiane, contributing to nurturing the Vietnam–Laos relationship to remain forever green and sustainable.
