Strengthening Cooperation Between Hanoi Metropolitan University and the Education Sector of Vientiane Capital (Laos)
On the morning of July 23, 2026, Hanoi Metropolitan University participated in a cooperation exchange conference with the Vientiane Capital Department of Education and Sports, marking an important milestone in educational cooperation between the University and the education sector of Vientiane Capital. The event was held within the framework of implementing the cooperation agreement between the Party Committees and authorities of Hanoi Capital and Vientiane Capital for the 2026–2030 period, specifically realized through Plan No. 122/KH-UBND dated March 27, 2026, issued by the People’s Committee of Hanoi. This event serves as a vivid testament to the traditional friendship, special solidarity, and comprehensive cooperation between the two capitals and the two brotherly countries of Vietnam and Laos.

Attending the conference, on behalf of the Vientiane Capital Department of Education and Sports were Mr. Somly Luangphachanh – Deputy Director, together with: Ms. Latsany Souksamloeng – Head of the Statistics, Planning and International Cooperation Division; Mr. Lamphanh Ounmanoh – Head of the Division of Science, Vocational Education and Higher Education; Mr. Somneuk Phimmasard – Head of the Administration and Finance Division; and Mr. Bounnam Sisouthammavong – Head of the General Education and Professional Education Division. Representing Hanoi Metropolitan University were Assoc. Prof. Dr. Do Hong Cuong – President of the University, together with members of the delegation including: Assoc. Prof. Dr. Nguyen Dang Trung – Head of the Department of Postgraduate Studies; Dr. Dinh Thi Kim Thuong – Head of the Department of Science and Technology Management and International Cooperation; Dr. Dao Truong Thanh – Head of the Department of Academic Affairs and Student Affairs; and M.A. Pham Ngoc Bang – Director of the Center for Professional Training and Competency Assessment.

At the conference, the two sides agreed to implement various practical and comprehensive cooperation activities. Hanoi Metropolitan University committed to providing 40 full scholarships for Lao students studying at the University, with priority given to students from Vientiane Capital. This initiative will create opportunities for the younger generation of Laos to access advanced education and contribute to the development of high-quality human resources for Vientiane Capital and Laos as a whole. In addition, the two sides will closely coordinate in teacher training and professional development, organize specialized training programs, and promote lecturer exchanges to enhance teaching capacity for educators of both countries.
One of the key highlights of this cooperation is the development of STEM/STEAM education programs – integrating science, technology, engineering, arts, and mathematics to equip students with essential skills for the future. The two sides will also jointly research, share, and apply innovative and advanced educational models suitable for the socio-economic development contexts of each country. In particular, cooperation in digital transformation in education will be promoted, ranging from the application of information technology in educational management to the innovation of teaching methods toward modernization, aiming to build a smart educational environment.

Speaking at the conference, Assoc. Prof. Dr. Do Hong Cuong, President of Hanoi Metropolitan University, emphasized that these cooperation activities would not only bring practical benefits to the education sectors of the two capitals but also contribute to nurturing the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos. Representing the Vientiane Capital Department of Education and Sports, Mr. Somly Luangphachanh – Deputy Director, expressed appreciation for the practical support provided by Hanoi Metropolitan University and expressed confidence that this cooperation relationship would continue to develop strongly, become more substantive, and contribute to training young Lao generations with sufficient capacity and qualities to build their country. The cooperation conference was truly an important milestone, opening a new chapter in the friendship between the two capitals of Hanoi and Vientiane.

It can be affirmed that the cooperation conference between Hanoi Metropolitan University and the Vientiane Capital Department of Education and Sports was an event of profound political, diplomatic, and educational significance. In the context of the continuously strengthened friendship, special solidarity, and comprehensive cooperation between the two Parties, the two States, and the peoples of Vietnam and Laos, specific cooperation agreements in education and training will contribute to realizing Plan No. 122/KH-UBND of the People’s Committee of Hanoi, bringing the relationship between Hanoi Capital and Vientiane Capital into greater depth, practicality, and effectiveness. With a proactive spirit, strong sense of responsibility, and desire for mutual development, Hanoi Metropolitan University is committed to serving as a strong bridge in training high-quality human resources for Laos, while further strengthening the brotherly relationship between the two nations and the two capitals, contributing to a brighter and more prosperous shared future.
