Signing a Cooperation Agreement with Tula State University (Russian Federation)

On May 21, 2026, Hanoi Metropolitan University hosted the Memorandum of Understanding (MoU) Signing Ceremony between Hanoi Metropolitan University and Tula State University (Russian Federation), marking a significant step forward in strengthening international academic cooperation between the two institutions.

Attending the ceremony on behalf of Tula State University were Prof. Dr. Oleg A. Kravchenko, Rector, and Ms. Olesia E. Labadze, Vice Rector for International Cooperation and Project Management. Also participating in the program was Dr. Ly Tien Hung, former First Secretary in charge of Vietnamese students in the Russian Federation.

In his opening remarks, Assoc. Prof. Dr. Do Hong Cuong, President of Hanoi Metropolitan University, emphasized that the signing of the cooperation agreement with Tula State University represents an important milestone in the international integration process of Hanoi Metropolitan University. The University President affirmed that, in the context of higher education undergoing significant transformation under the trend of globalization, international cooperation not only creates opportunities for academic exchange but also contributes to enhancing training quality, scientific research, and the development of high-quality human resources. Assoc. Prof. Dr. Do Hong Cuong expressed his expectation that, through the Memorandum of Understanding, the two universities will gradually and effectively implement lecturer and student exchange programs, collaborate on scientific research, organize academic conferences, and develop international training programs in the coming years.

At the ceremony, Prof. Dr. Oleg A. Kravchenko introduced the history, strengths in education, and research achievements of Tula State University. Accordingly, Tula State University is one of the leading higher education institutions in the Russian Federation in the fields of science and research, featuring a system of ten modern research laboratories and a strong emphasis on scientific and technological research and development activities.

Tula State University currently ranks 26th among 81 Russian universities in the Times Higher Education World University Rankings 2024. The University hosts more than 1,100 international students from 71 countries worldwide, with Vietnamese students currently ranking fifth in terms of international student enrollment at the institution.
