The event took place in the 5th-floor conference hall at the headquarters of the Hanoi Department of Culture and Sports, located at 47 Hang Dau Street, Hoan Kiem Ward, Hanoi. The program was attended by representatives of government agencies, international organizations, professional associations, higher education institutions, experts, creative practitioners, and media agencies.

The signing of the Memorandum of Understanding between Hanoi Metropolitan University and the Hanoi Department of Culture and Sports reflects both parties’ commitment to strengthening collaboration between higher education institutions and state management agencies in research, human resource development, and the promotion of cultural, artistic, and creative activities across the Capital.
Under the agreement, the two parties aim to leverage their respective strengths to gradually integrate education and scientific research with the practical development of Hanoi’s cultural sector and creative spaces.
The partnership will also provide lecturers and students of Hanoi Metropolitan University with greater opportunities to participate in research projects, field studies, experiential learning activities, idea development, and the proposal of innovative solutions that contribute to the community.

The signing ceremony was held as part of the Launch Ceremony of the Creative Infrastructure Development Program and the inauguration of the “Awakening Creative Spaces 2026” Competition. The program was jointly organized by the Hanoi Department of Culture and Sports and the Architecture Magazine of the Vietnam Association of Architects to implement artistic and creative activities in public spaces during the Hanoi Creative Design Festival 2026. Under the theme “Revitalizing Urban Spaces,” the competition seeks innovative ideas, models, and practical solutions that can effectively activate public spaces, cultural venues, and creative resources throughout the city.
