2. Functions and Duties

FUNCTIONS

The Planning – Finance Office functions as an advisory and assisting unit to the Rector in managing, consolidating, proposing recommendations, and organizing the implementation of the university’s financial – accounting tasks in accordance with legal regulations.

DUTIES

Planning Tasks

  • Develop short-term, medium-term, and long-term financial plans for the University. Manage the University’s financial resources from the State budget and other lawful revenue sources; prepare overall revenue and expenditure estimates, and allocate financial budgets to affiliated and subordinate units of the University. Coordinate with relevant units to implement and monitor the plans, promptly propose solutions to ensure the effective implementation of those plans.

  • Formulate and guide regulations on financial norms and policies to attract financial resources for the University’s development.

  • Develop financial plans for capital construction investments and equipment procurement projects of affiliated units.

  • Prepare financial plans for programs and projects of the University.

Financial Tasks

  • Organize the collection, management, and use of tuition fees and other lawful revenues in accordance with the law.

  • Guide internal units to prepare budget estimates and carry out financial settlement of allocated funds, programs, projects, and initiatives. Monitor and inspect the implementation of approved budgets.

  • Develop, revise, and supplement the University’s internal expenditure regulations annually. Appraise internal spending regulations and financial regulations of affiliated units. Propose content and financial norms for the University’s activities.

  • Develop regulations and procedures related to financial management and accounting regimes.

  • Administer payment of salaries, wages, allowances, scholarships, and other financial entitlements to staff, employees, and students.

Accounting Tasks

  • Organize a unified accounting system and be responsible for controlling the implementation of accounting regulations within the University.

  • Guide accounting practices, disseminate State financial management documents, and organize financial inspections for units engaged in financial revenues and expenditures and budget usage.

  • Monitor and carry out tax-related tasks as per regulations; finalize tax receipts and invoices of the University. Monitor the University’s accounts at banks and State treasuries.

  • Perform synthesis, reporting, and analysis of financial and accounting activities; preserve and archive accounting records in accordance with regulations.

  • Perform other duties as assigned by the Rector.

  • The Head of the Planning – Finance Office is authorized by the Rector to sign internal documents related to financial and accounting matters within the University.
