2. Establishment and Development Process:

The Department of Inspection and Legal Affairs at Hanoi Metropolitan University was established under Decision No. 696/QD-CDSP dated October 25, 2007, by the Rector of Hanoi Pedagogical College, now Hanoi Metropolitan University. In June 2009, the department was renamed to "Department of Inspection and Quality Control of Education" according to Decision No. 472/QD-CDSPHN dated June 1, 2009. In early November 2009, the department's name was adjusted to the "Department of Inspection and Educational Quality Assurance" in accordance with the functions and tasks outlined in Decision No. 1049/QD-CDSPHN dated November 12, 2009. From November 2011, the department was renamed to its original name, "Department of Inspection." From March 2013 to 2019, the department added legal functions and was renamed the "Department of Inspection and Legal Affairs." From October 2019 to October 2024, the department was renamed the Department of Educational Quality Management, with the inspection component under the department and the legal component under the university's office. Since October 2024, the Department of Inspection and Legal Affairs has been re-established according to Decision No. 1657/QD-ĐHTĐHN dated October 1, 2024.

The activities of the Department of Inspection and Legal Affairs are directly overseen and managed by the Rector of the university.

3. Functions and Responsibilities:

  • Inspection Work:

  • Develop inspection plans and organize their implementation in accordance with the law and the university's regulations.

  • Inspect the implementation of the law and the university's regulations regarding assigned tasks for units and individuals under the Rector’s management.

  • Receive feedback, complaints, petitions, and accusations from staff, employees, and students of the university related to the university's activities, present them to the Rector for approval, and implement inspections as directed by the Rector.

  • Report on anti-corruption measures regularly as required. Organize the management and monitoring of asset declarations by staff under the university's jurisdiction.

  • Supervise, inspect, and urge the handling of actions following inspections, resolving complaints, and implementing anti-corruption duties according to the law.

  • Report and summarize inspection work, the handling of complaints, and anti-corruption activities as requested by the Rector and higher authorities.

  • Lead the implementation of annual internal inspection activities according to the university's plan; carry out special inspections and unannounced inspections as directed by the Rector.

  • Legal Affairs:

  • Organize consultations on draft documents of the university, draft legal documents from other agencies, and propose amendments or new regulations to relevant authorities.

  • Participate in drafting regulations, rules, and contracts as assigned by the Rector.

  • Review the legal aspects of drafts of regulations and rules drafted by other units before they are presented to the Rector for approval.

  • Be responsible for legal review of agreements and contracts or documents with binding terms before submission to the Rector.

  • Report regularly to the Rector on the legal review of management documents within the university and propose solutions for dealing with inappropriate documents.

  • Organize legal education and disseminate the university's internal regulations to staff and workers.

  • Monitor, urge, and check the implementation of national laws, regulatory documents, and the university's management regulations and directives.

  • Report on the legal affairs work at the university to the Rector as required.

  • Advise on legal aspects regarding the handling of violations within the university.

  • Assist the Rector with legal issues and protect the legal rights and interests of the university, its staff, and students.

4. Achievements and Development Orientation:

The department has completed its assigned tasks excellently and received commendations from the Hanoi City Party Committee (No. 3599/QD-TU dated October 8, 2013) and the Chairman of Hanoi People’s Committee (No. 5613/QD-UBND dated August 15, 2017).

In the future, the Department of Inspection and Legal Affairs will continue to perform its inspection and legal affairs functions and duties according to the university's and Ministry of Education and Training regulations. It will compile and develop inspection and auditing programs and plans for the university to submit to the Rector for approval. The department will assist the Rector in improving the monitoring and implementation of work procedures, internal rules, and regulations, ensuring rationality and effectiveness in operations.
