2. Functions and Responsibilities

* Science and Technology Management

- Developing strategies and plans for the University's science and technology activities; guiding faculties, institutes, and affiliated units in developing long-term and annual science and technology plans.

- Managing science and technology tasks at all levels in accordance with current regulations.

- Establishing and managing strong research groups and key research teams to meet the University's science and technology development requirements.

- Developing, guiding, consolidating, and proposing budget allocations for science and technology activities of affiliated units.

- Managing science and technology programs, projects, and tasks at city, ministerial, and national levels; organizing national and international scientific conferences, seminars, and other science and technology activities involving external organizations and individuals.

- Organizing the compilation, evaluation, and acceptance of textbooks and reference materials.

- Developing an innovation and entrepreneurship ecosystem for lecturers, learners, organizations, and related individuals; establishing and promoting innovation centers and technology transfer activities.

- Managing intellectual property, application, transfer, and commercialization of scientific research results and technological development; providing science and technology services and supporting production and business activities.

- Managing academic integrity; collecting and providing science and technology information and statistics; implementing standards, measurement, and quality management activities.

* Development Cooperation

- Developing strategies and plans for the University's development cooperation activities; coordinating negotiations and signing cooperation agreements with domestic and international organizations and individuals.

- Developing and submitting annual plans for outgoing and incoming delegations to the President of the University for approval; handling procedures, organizing, guiding, monitoring, and evaluating implementation processes.

- Receiving and processing information related to development cooperation activities; completing procedures for organizing international conferences and seminars at the University.

- Organizing receptions for international guests in accordance with regulations on external relations and diplomatic activities of Hanoi City.

- Taking the lead in domestic cooperation activities.

3. Establishment

In 1990, the Office of Science Management was established with the primary responsibility of managing the University's scientific research activities.

4. Development History

- 996: The Office was renamed the Office of Science Management and Equipment.

- 2003: The Office was assigned additional responsibilities for external relations and renamed the Office of Science Management and External Relations.

- June 2013: The Office was renamed the Office of Science Management and International Cooperation.

- 1 January 2016: In response to the development requirements of education, training, science and technology, and development cooperation, the President of Hanoi Metropolitan University established the Office of Science and Technology Management and Development Cooperation based on the former Department of Science Management and International Cooperation.

- Under the requirements and missions of the new development stage, the Department continues to advise the University's leadership in managing and implementing science and technology activities and development cooperation with domestic and international organizations.

5. Major Achievements and Development Orientation

Major Achievements in Science and Technology Management:

The University's science and technology activities have continuously developed, ensuring both research capacity and the quantity and quality of scientific outputs. The number of international publications, particularly articles indexed in ISI/Scopus databases, has increased in both quantity and quality. The University has successfully completed: 15 ministerial and city-level research projects 08 national-level and equivalent research projects 138 institutional-level research projects During the 2017–2018 academic year, the Office completed bidding procedures for 03 research projects and registered 09 new research projects at the city level and equivalent levels for 2019. Scientific research activities among lecturers and students have been strongly promoted, demonstrating improvements in the quality and effectiveness of scientific and technological research at Hanoi Metropolitan University.

Major Achievements in Development Cooperation:

+ The Office has advised the University's Party Committee and Board of Management in expanding cooperation with numerous domestic partners (including employers and organizations using trained human resources) and international partners from countries such as France, Germany, Hungary, Australia, China, Taiwan, and Laos,...

+ The Office has implemented 07 international cooperation training programs, welcoming international students to participate in programs including Vietnamese language studies, field studies in Hanoi, information technology training, marketing and goods circulation, hotel management, and tourism management.

+ The Office has coordinated opportunities for 29 staff members and 94 students to visit and work with major universities in Japan, China, Taiwan, and other countries to participate in professional development and international-standard training activities.

Development Orientation

The Office of Science and Technology Management and Development Cooperation continues to perform its advisory and management functions in science and technology, contributing to improving the University's training quality, scientific research capacity, international relations, and development cooperation. Together with other units of the University, the Office aims to contribute to the goal of developing Hanoi Metropolitan University into a leading multidisciplinary university in Vietnam with an application-oriented educational model, strong regional reputation, and international integration.
