Basic Digital Competency Training for Officials, Civil Servants, and Public Employees of Phuc Thinh Commune

On May 16, 2026, Hanoi Metropolitan University, in collaboration with the People’s Committee of Phúc Thịnh Commune, officially launched the 2026 Basic Digital Competency Training Program for local officials and public employees. The program aims to enhance participants’ digital awareness, practical skills, and ability to apply digital technologies in public administration, meeting the requirements of digital transformation in the current context.
Attending the opening ceremony on behalf of Phúc Thịnh Commune were Mr. Lê Thế Chuyên, Vice Chairman of the Commune People’s Committee; Mr. Nguyễn Văn Minh, Vice Chairman of the Commune People’s Committee; Mr. Nguyễn Mạnh Hồng, Chairman of the Vietnam Fatherland Front Committee of the Commune; Mr. Đặng Việt Hà, Head of the Culture and Social Affairs Division; representatives of local departments and units; and 135 officials and public employees participating in the course. Representing Hanoi Metropolitan University were Dr. Trần Anh Tuấn, Secretary of the Party Committee and Vice Rector; Mr. Phạm Ngọc Bằng, M.A., Director of the Center for Professional Development and Competency Assessment; together with lecturers and trainers delivering the program.

In his opening remarks, Mr. Lê Thế Chuyên emphasized the crucial role of digital transformation in state administration and public sector reform at the local level. He expressed his expectation that the training program would help officials and public employees strengthen their digital skills, thereby improving work efficiency and the quality of public services.

Representing Hanoi Metropolitan University, Dr. Trần Anh Tuấn, Secretary of the Party Committee and Vice Rector, stated that as the only public university directly under the Hanoi People’s Committee, the University is committed to supporting local authorities in developing high-quality human resources. In addition to its strengths in education, scientific research, innovation, and technology transfer, the University continuously updates its training programs with new topics, knowledge, technological trends, and practical skills aligned with the demands of digital transformation. He also affirmed the University's commitment to strengthening cooperation with local governments through knowledge sharing, capacity building, and human resource development to support digital transformation and the modernization of public administration across the capital.

Dr. Phạm Ngọc Sơn, Deputy Head of the Office of Academic Affairs and Student Services, Hanoi Metropolitan University, presents a specialized topic during the Basic Digital Competency Training Program.
According to the training plan, the program consists of 60 instructional hours, covering topics such as digital awareness, data utilization, digital communication and collaboration, digital content creation, information security, and the safe and effective application of Artificial Intelligence (AI) in the workplace. The course combines face-to-face and online learning, allowing participants to practice directly on their personal devices..

Throughout the program, participants receive direct instruction and practical support from the University's lecturers while working on their own devices. This practice-oriented approach enables learners to effectively utilize digital platforms, strengthen their technological competencies, and improve their ability to perform professional tasks efficiently in today's digital working environment.
Through this training program, officials and public employees of Phúc Thịnh Commune will acquire essential digital knowledge, skills, and mindsets needed to meet the demands of modern governance, public administration, and citizen services. The curriculum is designed with a practical focus and is continuously updated to reflect emerging technologies, digital trends, and new competencies, thereby enhancing the effective application of digital technologies in public service.
