Working with Prof. Hà Tôn Vinh on “Policies for Attracting, Valuing, and Developing High-Quality Human Resources”

On August 15, Hanoi Metropolitan University held a working session with Prof. Hà Tôn Vinh – an international expert in the fields of public management, finance, and human resource development.
The session, chaired by Assoc. Prof. Dr. Nguyễn Anh Tuấn, Secretary of the Party Committee and Chairman of the University Council, focused on the theme “Policies to Attract, Utilize, and Develop High-Quality Human Resources” for the Capital and the University’s strategic orientation in the new phase.
At the meeting, Assoc. Prof. Dr. Nguyễn Anh Tuấn provided an overview of the University’s history, development, and training activities. In particular, he highlighted Article 16 of the 2024 Capital Law, which emphasizes special mechanisms for attracting talent, especially experts and scientists from both inside and outside the country. At the same time, the University also presented its plan to propose a special resolution of the Hanoi People’s Council to support the institution in attracting, employing, and developing a team of high-quality lecturers and scientists.
According to the University’s Development Project to 2030, Hanoi Metropolitan University aims to increase the number of doctoral holders to 200 (accounting for 50% of its faculty and researchers). This is a major challenge requiring breakthroughs in mechanisms and policies, including collaboration with international experts such as Prof. Hà Tôn Vinh.
Speaking at the session, Prof. Hà Tôn Vinh highly appreciated the role of Hanoi Metropolitan University in the higher education system of the Capital, emphasizing: “For a university to reach international standards, it needs a strategic vision, mechanisms that encourage creativity, and above all, truly fair and transparent policies to value talents.” He also shared international experiences on building a team of high-quality lecturers, governance according to international standards, as well as effective cooperation models between universities, businesses, and international organizations.

The working session opened up many new opportunities for collaboration between Hanoi Metropolitan University and Prof. Hà Tôn Vinh, especially in scientific research, training high-quality human resources, and international networking. This marks an important step toward realizing the University’s goal of becoming a key educational institution that meets the socio-economic development needs of the Capital in the integration era.
