Opening Ceremony of Training Courses under the Project “Enhancing the Quality of Cultural Officials of the Capital”

The program aims to enhance cultural management capacity, meeting the requirements of the Capital’s development in the new period, in accordance with the plan of the Hanoi Department of Culture and Sports to effectively implement the tasks approved by the City People’s Committee under Project No. 5673/QD-UBND.

Overview of the Ceremony

On the morning of November 26, Hanoi Metropolitan University (HNMU) solemnly held the Opening Ceremony of the 2025 Domestic Training Courses, under the Project “Enhancing the Quality of Cultural Management Officials, Civil Servants and Public Employees of Hanoi by 2025, with a Vision to 2030”. The program was organized in accordance with the plan of the Hanoi Department of Culture and Sports, aiming to effectively implement the tasks approved by the Hanoi People’s Committee under Decision No. 5673/QĐ-UBND.

Attending the ceremony were representatives of the Hanoi Department of Culture and Sports; representatives of ICT Consulting Company; lecturers; and trainees who are cultural officials from the Department as well as culture and social affairs officers from communes and wards across the city. On behalf of the University, the ceremony was attended by Assoc. Prof. Dr. Nguyen Van Tuan, Vice President of Hanoi Metropolitan University, along with leaders of several functional units.

In his opening remarks, Assoc. Prof. Dr. Nguyen Van Tuan emphasized the pivotal role of cultural officials in the context of Hanoi’s active implementation of major city-level initiatives such as Program No. 06-CTr/TU, the development of a Creative City, and the promotion of cultural industries. The Vice President affirmed that culture serves not only as a spiritual foundation but also as an intrinsic driving force for the sustainable development of the Capital. Accordingly, cultural officials are required not only to possess a solid understanding of traditions, heritage, and urban cultural life, but also to be proficient in digital technology, modern governance methods, digital communication, event management skills, and interdisciplinary coordination in the development of culture, tourism, and creative industries. These are the core objectives of the Project “Enhancing the Quality of Cultural Management Officials of Hanoi by 2025, with a Vision to 2030”. The Vice President also affirmed that Hanoi Metropolitan University is honored to be entrusted by the City as a key training institution, and the University is committed to mobilizing reputable experts, modern curricula, and learner-centered teaching methods to ensure the quality of the training courses.

According to the plan of the Hanoi Department of Culture and Sports, in 2025, eight training courses will be implemented with diverse and up-to-date content, covering areas such as: Thang Long – Hanoi culture; intercultural communication; cultural and social management; grassroots cultural life development; organization of cultural events; management of cultural institutions; cultural, tourism, and festival services; and tourism promotion and marketing. The courses are designed following an integrated knowledge–skills–attitudes approach based on job-position competency standards, combining theoretical instruction, case discussions, and field trips to various cultural institutions, heritage sites, and cultural spaces of the Capital. 

The organization of the 2025 domestic training courses once again affirms the role of Hanoi Metropolitan University in enhancing the quality of cultural and social human resources for the Capital. The University continues to uphold its position as a core training institution, accompanying the City in its goal of building a professional, competent, responsible, and adaptive workforce of cultural officials to meet the requirements of development in the new era.
