Science and technology must become the driving force for socio-economic development, especially in the areas of digital transformation and green transformation. People hope that once the amended Capital Law is passed, longstanding issues will be resolved, promising a breakthrough for this sector.
The current Law on Public Officials and Public Employees prohibits public universities and research institutes from establishing businesses. However, in the draft amended Capital Law, if these universities and research institutes hold intellectual property assets, they will be allowed to establish enterprises. This also means that faculty members and staff of these institutions are permitted to become owners of those enterprises.

The draft amended Capital Law also includes a very important provision that allows Hanoi city to use its budget to support universities, research institutes, enterprises, and technology organizations in establishing key laboratories to develop prioritized research directions for the Capital.

In the current draft of the amended Capital Law, Hanoi has also boldly proposed a venture capital fund that uses state budget funds. This fund accepts risks and represents a breakthrough step for Hanoi.

It’s impossible for 100 studies or 100 ideas to all become reality. Science requires exploration, pioneering efforts, and foresight, and within that, there must be risks. There must be mechanisms to accept risks so that scientists dare to engage in their work.
The world’s most talented scientists only succeed about 10 to 15 percent of the time. If Vietnam always demands that everything must be a success, no scientist would dare to take the plunge. Therefore, there must be mechanisms during the research process that accept risks—if there is risk, I accept it and allow you to proceed—only then can we attract scientists and encourage their passion for exploring new things. Without innovation, Hanoi cannot develop.”

If the amended Capital Law is passed, the field of science and technology will achieve a significant breakthrough.
According to experts, if the amended Capital Law is approved, the science and technology sector will make an important leap forward, and Hanoi’s scientific and technological products will clearly demonstrate their outstanding advantages.
