2. Functions and Responsibilities

* Professional Development

- Propose and develop plans for undergraduate training programs, including: Bridging programs from intermediate and college levels to bachelor's degree programs in full-time, part-time, and distance learning modes; Part-time undergraduate programs for high school graduates; Second bachelor's degree programs.

- Organize student admission and implement training and professional development programs in accordance with applicable regulations.. 

- Develop and select teaching materials that meet the learning outcomes of training and professional development programs and are appropriate for different groups of learners. Recruit and manage learners while determining and publicly announcing tuition fees corresponding to the quality of each program.

- Manage learners to ensure compliance with academic regulations and student affairs regulations.

- Develop and implement professional development programs, examinations, and the issuance of certificates and certifications (where applicable) within the Center's functions.

* Competency Assessment

- Organize examinations, competency assessments, and issue certificates of completion for foreign language, information technology, and other training and professional development programs organized by the Center. Organize examinations and issue the Certificate of Basic Information Technology Application in accordance with Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications, as well as other foreign language and information technology certificates within the national education system when authorized under the regulations of the Ministry of Education and Training. 

- Organize training, examinations, and certification for: International and domestic tourism management; International and domestic tour guide professional qualifications; Other professional certificates as authorized.

- Cooperate with external organizations to provide review courses, organize examinations, and issue certificates that are not yet offered by the University, in compliance with applicable regulations.

- Provide competency assessment services and collaborate with external organizations to organize competency assessment activities for institutions and individuals as needed.


 

3. Establishment

The Center for Professional Development and Competency Assessment was established under Decision No. 15/QĐ-ĐHTĐHN, issued by the President of Hanoi Metropolitan University on January 8, 2016.

4. Development History

– January 2016 – March 2016

During its initial stage, the Center established its organizational structure with Mr. Nguyen Van Tuan serving as Acting Director and two staff members. Immediately after its establishment, the Center carried out the responsibilities assigned by the President of the University, including organizing admission communication activities for the 2016 enrollment season, collaborating with University units and educational institutions to survey training needs, developing professional development programs, and organizing training courses for individuals and educational organizations.

– April 2016 – Present 

The Center has gradually strengthened its organizational structure and currently consists of seven staff members, including one Director, one Deputy Director, and professional staff. Admission communication activities have become increasingly professional and effective. The University's professional development programs have been widely selected by educational institutions, significantly enhancing Hanoi Metropolitan University's reputation in teacher training and professional development.

5. Outstanding Achievements and Development Orientation

Outstanding Achievements

* Admission Communication

The Center has advised the University leadership on communication strategies and appropriate promotional approaches aligned with the University's characteristics and academic programs. As a result, the University's enrollment targets assigned by the Ministry of Education and Training were fully achieved in 2016, 2017, and 2018.

* Development of Licensed Professional Development Programs

– The Center successfully developed and obtained approval from the Ministry of Education and Training for four certified professional development schemes, including: Professional development for educational administrators at preschool, primary, lower secondary, and upper secondary levels; English language professional development for primary school teachers; Professional development based on professional standards for preschool, primary, and secondary school teachers; Professional development for teachers serving as student counselors.

– Since 2016, the Center has collaborated with academic faculties to develop, submit for approval, and officially issue more than 100 new professional development programs leading to certificates or certifications. These programs have been widely adopted by educational institutions and highly appreciated for their practical relevance.

– Since its establishment, the Center has worked closely with Departments and Divisions of Education and Training across Vietnam to organize hundreds of professional development courses aimed at improving teachers' competencies and meeting professional standards. In 2016, the Center participated in Package No. 02: "Professional Development for Primary and Lower Secondary School Teachers", which has been implemented across more than 30 districts and towns in Hanoi, serving 52,120 participants through more than 1,000 training classes. Since January 2018, the Center has organized hundreds of professional title promotion training courses for teachers.

* Student Career Services

In addition to providing career opportunities through the University's website and classroom career counseling activities, the Center cooperated with 15 enterprises to organize a Career Fair in 2017. The event attracted thousands of students, enabling many of them to secure employment that matched both their academic disciplines and career aspirations.

Development Orientation

To meet the increasing demand for workforce development and improve the quality of human resources, the Center will continue expanding its professional development programs beyond teacher training into new areas such as tourism, hospitality management, competency development, and professional skills training for local government officials and civil servants. Alongside program diversification, the Center will continue expanding its recruitment network and geographical coverage while prioritizing the development of a highly qualified team of lecturers, trainers, and experts with extensive professional knowledge and practical experience to deliver high-quality professional development programs.
