The International Conference kicks off
The overview of the international conference
In the framework of activities heading towards the 60th anniversary of Ha Noi Metropolitan University’s establishment (Jan,6th.1959 – Jan,6th.2019), this morning, the international conference officially opened at Ha Noi Metropolitan University.
Under the theme “The autonomy of university in scientific and technological activities in order to meet the demands of the 4th Industrial Revolution”, the event attracted the attendance of leaders, administrations, eductional specialists and lecturers from universities in the USA, Japan, Singapore, French Republic, the United Kingdom, New Zealand, Ethiopia, China, Taiwan (China), Laos,… representatives of leaders of the Central authorities, the Ministry of Education and Training, the functional departments under the Ministry of Education and Training, the Ministry of Science and Technology, Hanoi Department of Science and Technology, Hanoi Department of Education and Training, research institutes, universities, domestic and international educational organizations in Viet Nam; scientists, lecturers, sponsors, press and media agencies.

As to Ha Noi Metropolitan University had the presence of the Rector, Assoc. Prof. Dr. Bui Van Quan; Vice Rector, Dr. Do Hong Cuong; Vice Rector, Prof. Dang Van Soa; all leaders of the faculties and departments; lecturers and students.
In his opening remarks, Assoc. Prof. Dr. Bui Van Quan said science and technology activities are main tasks at higher education facilities. In the context of international integration, the 4IR brings us both opportunities and challenges, especially the autonomy in organization, management and operation of scientific and technological activities, he also emphasized.

Presently in Viet Nam, many higher education facilities including HNMU have not equipped enough technical conditions, professional human resource, specific policies, and financial resources to apply into the autonomy. In addition, there are also many technical and policy barriers causing the delay of the autonomy in scientific and technological activities to meet the demands of the 4IR. Therefore, it is necessary to organize conferences aiming to discuss, exchange experiences and propose solutions on renovating scientific and technological activities at higher education facilities.
The conference received 110 research papers from national and international lecturers and scientists including 63 official papers were edited and published in the Proceedings.

After the Plenary session, the conference divided into 2 working sessions including Natural Sciences and Technology; Social Sciences and Education.
At the session 1, the delegates focused on: The autonomy of university and 4IR - The requirements for management and organization of science and technology activities at the universities; The policy of developing enterprises in the universities: International experience and the implication for Viet Nam; Financial autonomy in public universities, roadmap for increasing tuition fees, the issue of expanding opportunities to access higher education services for young people in Viet Nam; Using ICT to promote access and quality of education of children with disabilities in Viet Nam…
At the session 2, scientists and experts exchanged and discussed on Human Resources and Career development in the globalized job market of 4IR; the Social Science and Humanities Activities (SSHA) in the Industrial Era 4.0 from some aspects; Tourism human resources development during the fourth industrial revolution…
