The 24th session of the University Council was the final meeting of 2025, serving as a comprehensive review of the University’s governance, administration, and implementation of professional tasks.

Overview of the Meeting.

On December 30, 2025, the University Council of Hanoi Metropolitan University held its 24th session to review, discuss, and approve nine key issues related to admissions, finance, learner policies, and the University’s development orientation in the coming period.

Attending the session were Assoc. Prof. Dr. Nguyễn Anh Tuấn, Secretary of the Party Committee and Chairman of the University Council; Assoc. Prof. Dr. Đỗ Hồng Cường, Rector; Assoc. Prof. Dr. Nguyễn Văn Tuân, Vice Rector; Dr. Bùi Quốc Hoàn, Vice Rector; and members of the University Council.

Dr. Đào Trường Thành, Head of the Department of Academic Affairs and Student Services, presented his report at the session.

At the meeting, the University Council approved four admission methods for undergraduate, master’s, and doctoral programs for 2026, ensuring alignment with the University’s development strategy, societal workforce demands, and current regulations. This was considered an important foundation for proactively developing admission plans, improving input quality, and enhancing training effectiveness. In addition, the Council reviewed and approved economic–technical norms for educational, training, and professional development services, contributing to the standardization of professional activities and more effective management and use of resources.

M.A. Nguyễn Minh Tuấn, Head of the Planning and Finance Department, presented his report at the session.

One of the key issues discussed was the approval of learner support policies for 2026, demonstrating the University’s commitment to accompanying and supporting students and trainees, thereby fostering a favorable, equitable, and sustainable learning environment. The session also approved the 2026 Financial Plan and adopted amendments and supplements to the Internal Spending Regulations, aiming for annual adjustments and improvements to enhance financial management efficiency, ensure reasonable and transparent resource use, and meet the requirements for stable and sustainable development in the new phase. The Standing Committee of the University Council also approved the Report on the implementation results of the 2025 Financial Plan and the Report on the management and use of public assets.

Within the framework of the session, the University Council approved the Report on the implementation of the University Council’s Resolution for the 2024–2025 academic year, providing a comprehensive evaluation of achievements, limitations, and lessons learned in governance and administration. The report showed that the scale and quality of training at Hanoi Metropolitan University have continued to expand and improve, with the number of doctoral degree holders increasing by 30 compared to the previous period. Scientific research and academic cooperation activities achieved many positive results. The University also successfully fulfilled tasks assigned by the City and strengthened connections and cooperation with scientists, experts, and organizations both domestically and internationally, thereby enhancing training quality, research capacity, and community service. Notably, the session approved the Report on the implementation of the University Development Strategy for the 2025–2030 period, with a vision to 2045, affirming the determination to build Hanoi Metropolitan University into a multidisciplinary, high-quality higher education institution, gradually enhancing its position and reputation within Vietnam’s higher education system.

In his concluding remarks, Assoc. Prof. Dr. Nguyễn Anh Tuấn, Chairman of the University Council, emphasized the requirement for relevant units to promptly implement the approved resolutions, ensuring progress, quality, and effectiveness. He also stressed the continued promotion of the University Council’s role in university governance to meet the demands of innovation and sustainable development in the new phase.

The 24th session of the University Council not only served to review a year of activities and comprehensively evaluate the implementation of professional tasks but also marked a significant milestone in the process of innovating university governance. In the context of the amended Law on Education and related legal documents being implemented, the organizational model and operations of the University Council are expected to undergo important adjustments. The resolutions adopted at the session provide an essential basis for Hanoi Metropolitan University to proactively adapt to the new legal framework, ensuring stability, continuity, and sustainable development in the next stage.
