Key Administrative Procedure Reform Tasks in 2024

Pursuant to Decree No. 63/2010/ND-CP dated June 8, 2010, of the Government on the control of administrative procedures (amended and supplemented by Decree No. 48/2013/ND-CP dated May 14, 2013, and Decree No. 92/2017/ND-CP dated August 7, 2017); Decree No. 61/2018/ND-CP dated April 23, 2018, of the Government on the implementation of the one-stop-shop and interconnected one-stop-shop mechanisms in administrative procedure resolution (amended and supplemented by Decree No. 107/2022/ND-CP); Plan No. 326/KH-UBND dated December 29, 2023, of the City People’s Committee on the focal administrative procedure control tasks for 2024 in the city; and Official Letter No. 221/VPCP-KSTT dated January 10, 2024, of the Government Office on the implementation of the tasks and targets assigned in Resolutions No. 01/NQ-CP and No. 02/NQ-CP of 2024,

The Hanoi People's Committee issues the Plan for Key Administrative Procedure Reform Tasks in 2024 with the following contents:


I. OBJECTIVES
  1. Promote the implementation of administrative procedure reform (APR) in accordance with documents, programs, plans, and projects issued by the Government, the Prime Minister, and the City People's Committee, ensuring effective, substantive results and achievement of set goals and solutions in 2024.

  2. Continue reducing and simplifying administrative procedures and regulations related to business activities, with a focus on proposing plans to reduce licenses related to business activities and suggesting simplifications to regulations and procedures related to criminal record certificates.

  3. Apply international and domestic best practices and methods to pilot several administrative reform tasks in 2024, laying the foundation for broader implementation in 2025 and beyond.

  4. Rectify administrative discipline and order, immediately address existing limitations and shortcomings in public service delivery; improve the quality of administrative procedure handling for citizens and businesses by officials, civil servants, and public employees at departments, agencies, district-level People’s Committees, and commune-level People’s Committees (communes, wards, towns).
