2. Establishment

The Information – Library and Learning Resource Center of Hanoi Metropolitan University was formed immediately after the University’s official establishment in 1959, initially named the Library.


3. Development Process

From 1959 to 1977, the Library operated as a small service team including Mr. Lê Chí Thiện, Mrs. Phạm Thị Nhiên, Mrs. Nguyễn Thị Mùi, and Mr. Phạm Đức Dục. The library’s materials were mainly in Vietnamese, with some in Russian.

In 1977, two new staff members, Mrs. Nguyễn Thị Thúy Loan and Mr. Trương Minh Trang, were added. From September 1977 to 1982, the Library was under the Training Department.

In 1982, the Library separated from the Training Department and became an independent unit under the University Board.

    After 1985, Mr. Nguyễn Đình Nhị became Head of the Library until 1994, succeeded by Mrs. Nguyễn Thị Thúy Loan.

In 1999, with the University’s support, a new library building was constructed in Zone B, next to the student dormitory. At that time, Mrs. Nguyễn Thị Thúy Loan served as Head of Library, and Mrs. Đặng Thị Dư as Deputy Head.

In 2005, the Library was reorganized by merging two units – the Library and the Teaching – Learning Support Center – to form a new center, with Mrs. Trần Thị Dần appointed as Director.

In accordance with the Standard Regulation on University Library Organization and Operation (attached to Decision No. 13/2008/QĐ-BVHTTDL dated March 10, 2008, by the Minister of Culture, Sports and Tourism), in December 2008, Hanoi Pedagogical College officially renamed the Teaching – Learning Support Center as the Library of Hanoi Pedagogical College.

In June 2014, under Decision No. 360/QĐ-CĐSPHN, the Library was renamed Information – Library Center, with Mrs. Quách Hải Đường appointed as Director.

On December 18, 2015, the Rector of Hanoi Metropolitan University issued a decision to establish the Information – Library Center of Hanoi Metropolitan University based on the reorganization of the Information – Library Center of Hanoi Pedagogical College.


4. Functions and Duties

Library Activities

  • Develop communication plans, manage and organize activities related to information management, website management, learning resources, and equipment of the Center to serve teaching, learning, and research in compliance with legal regulations.

  • Organize communication, introduction, and provision of books, newspapers, journals, and new scientific information; collect and update scientific data; develop search tools to promptly disseminate and introduce resources to readers.

  • Collect and archive original copies of master’s theses, doctoral dissertations defended at the University; scientific research results and publications of the University.

  • Cooperate with domestic and international libraries, information centers, organizations, and individuals in sponsorship, resource exchange, professional experience sharing, and participation in information networks as authorized by the Rector and in accordance with legal regulations.

  • Regularly acquire and process books, newspapers, materials, textbooks, journals, and equipment for the Center according to the University’s requirements.

Information and Communication Activities

  • Collect, store, and coordinate with units to update, exploit, and manage internal information databases.

  • Manage the University’s communication activities; implement documents and guidelines on communication work; develop and maintain relationships with media organizations.

  • Promote the University’s brand on communication platforms; deliver messages about the University’s training and research products to the community.

  • Operate the University’s website and social media platforms; carry out communication, promotion, and information connection based on pre-approved content in compliance with legal regulations.

  • Implement communication for student recruitment and event promotion.

  • Manage the Tradition Room; store historical archives, medals, flags, and commendations of the University.

Learning Resource Activities

  • Organize research, production, and utilization of traditional and digital learning materials; coordinate with functional units to implement e-learning training and professional development.

  • Publish and provide learning materials and services related to teaching, learning, and research for the University’s staff, lecturers, students, affiliated units, and external individuals.


5. Achievements and Development Orientation

Resources

The Information – Library and Learning Resource Center continuously enriches its collection to meet the training requirements of faculties in accordance with University regulations.
Currently, the collection includes over 135,000 documents, with 18,000 book titles and more than 100 types of newspapers and journals. The Library is equipped with:

  • A computer network system with 40 computers

  • 1 security gate system and a modern camera monitoring system

  • 1 automated self-borrowing and returning system

  • 5 barcode readers

  • 2 document scanners

  • Full office equipment to support library operations

Professional Activities

The Center operates as a specialized scientific library model, combining traditional and digital libraries.

In recent years, the Library has received great attention in supplementing high-value materials to meet the needs of high-quality university training programs. Materials are not only procured through traditional purchasing but also imported directly from abroad through staff study and work trips, as well as from international sponsorship projects.

In addition to developing traditional library services, the Center focuses resources on implementing modern library services.

Development Orientation

The Information – Library and Learning Resource Center has been and will continue building and developing digital databases and e-learning materials for Hanoi Metropolitan University to meet the growing demand for online research and learning among staff, lecturers, and students. It effectively manages digital resources to support scientific research and training in line with the University’s development roadmap.

The Center aims to develop a sustainable model based on the integration of a traditional library and an electronic library, ensuring continuous improvement to serve the University’s goals of enhancing training quality and research excellence.
