The culture of quality in local universities is a component of the general social culture. Quality culture in education is the foundation for the development of the school. It is the participation of all members involved. All relevant members need to have specific awareness and actions to ensure the quality of education in the school. This article discusses the characteristics, advantages and disadvantages of building and developing a culture of quality in local universities. From there, propose some solutions to develop a culture of quality at local universities in the current digital transformation context.
