Quality culture is the foundation for realizing sustainable development in the field of education and training, especially high-level training at universities in Vietnam in particular and the world in general. Developing a quality culture of continuous improvement is a fundamental feature of total quality management in education. Developing a culture to realize continuous quality improvement requires not only behavioral change but also management change of the higher education institution. Changing the culture towards quality is a very difficult issue and takes time to implement. In particular, each training institution needs to pay attention to factors belonging to the education quality culture such as: a healthy and positive educational/learning environment, leadership style, expectations and working motivation of staff, lecturers, etc., the application of these perspectives in the implementation of the master’s training in Educational Management at Hanoi Metropolitan University is now of great significance and practicality. Including issues such as: building physical space and active academic space; attach importance to the role of the head of the educational institution, develop strong teams, increase the power of teachers; linking the training process with the requirements of professional practice in the field of education in general and management of educational in particular.
