Currently, digital competence (NLS) is one of the important core competencies for lifelong learning and research. Learners in general, university students in particular, in the context of digital transformation of education, necessarily possess NLS to be able to study and work in today's open and global educational environment. Hanoi Capital University  has paid great attention  to the development of digital capabilities for students in order to improve the effectiveness of application-oriented training. By the method of theoretical research, the article reviews NLS studies in the higher education space and case studies with students majoring  in Public Management to propose solutions to develop the capacity of the university. digital resources for students of the University, this is also a reference source for other training institutions.
