Currently, application-oriented postgraduate education’s program is a practical requirement for universities to make changes from fundamental training to practical training; from theoretical orientation to combination of theory and practice; from traditional learners’ learning outcomes assessment to capacity development-oriented assessment. In order to innovate learners’ learning outcomes assessment in the application-oriented postgraduate education’s program in Educational Management program, Hanoi Metropolitan University needs to describe specifically necessary skills to be achieved by learners according to their goals and the output standards of the training program. Concurrently our school should design an appropriate competency scale to accurately and objectively assess the learners’ outcomes.
