5. Overview of the Public Administration Major – Specialization in Public Financial Management at Hanoi Metropolitan University

Hanoi Metropolitan University is the only public university directly under the Hanoi People's Committee. The Public Administration major is designed to meet the high-quality human resource needs for agencies under the Hanoi People's Committee in particular and public organizations nationwide in general.

With a highly qualified teaching staff and a training program developed to align with modern contexts, students specializing in Public Financial Management will be equipped with solid practical knowledge and comprehensive, in-depth theoretical understanding of Public Administration. They will also gain foundational knowledge in social sciences, politics, and law; critical thinking, analysis, and synthesis skills; professional skills and essential communication skills to perform complex tasks; as well as the ability to work independently or in teams in changing environments.

Students are trained to develop competencies in planning, organizing, and implementing administrative activities, public services, and public-sector accounting. They learn how to control public finances, assess the effectiveness of public asset use, and manage state budget revenues and expenditures. The program also emphasizes self-directed learning, research skills, and the cultivation of personal and professional ethics to meet the demands of high-quality human resources in the public sector today.

In addition to providing foundational knowledge, the training program is application-oriented and modern. Students have opportunities to intern and gain hands-on experience at government agencies in Hanoi. Graduates of the Public Administration major – with a specialization in Public Financial Management – can work in organizations involved in managing public finance across all four levels of government: central, provincial, district, and commune. Specific workplaces include:

  • Public Finance Regulatory Agencies such as: Departments of Finance, Taxation, Customs, State Treasury, Departments of Planning and Investment.

  • Government and Public Service Units: Office of the National Assembly, Government Office, Ministries, People’s Committees at all levels, Departments under People’s Committees, schools, hospitals, research institutes, museums.

  • Agencies funded by the State Budget under the Communist Party of Vietnam, the Fatherland Front, Vietnam General Confederation of Labor, Youth Union, Women’s Union, Farmers’ Association, Vietnam Social Security, and Development Banks.

  • Agencies managing off-budget public funds such as State Reserves, Social Insurance, and other public financial funds.

Can public finance graduates work in the private sector?

Yes. Although trained for the public sector, graduates can take additional courses in economics or accounting and work in banks, businesses, insurance, or investment funds. They may also work for NGOs, non-profit organizations, or directly manage public projects (e.g., construction, research). Graduates may also become lecturers, researchers, or consultants in domestic or international research and consulting organizations.
