1. Assisting the Rector in managing, monitoring, directing, inspecting and urging the implementation of assigned areas of work authorized by the Rector, including:

- Management of scientific research, external relations and development cooperation activities.

- Digital transformation activities across the University.

- Management of facilities and equipment serving teaching, learning and scientific research activities; management of activities at the University’s practical training facilities.

- Scientific publication and information activities; development of scientific journals.

- Management of production activities, application of scientific and technological advances, and technology transfer.

- Cultural, artistic, physical education and sports activities; care for the spiritual well-being of staff and learners; development of the University’s culture.

2. Direct responsibilities: Political Officer of the University Military Command. President of the Hanoi Metropolitan University Association of University and Professional Sports.

3. Directly supervising and directing the following units:

- Department of Science and Technology Management and Development Cooperation;

- Institute of Hanoi Studies and International Education;

- Faculty of Engineering and Environment;

- Faculty of Physical Education – Defense and Security Education;

- Center for Science, Technology and Equipment Management;

- Scientific Journal.

- Performing other duties and exercising other authorities delegated and authorized by the People’s Committee of Hanoi City.

Administrative and organizational activities at the Office of Science and Technology Management and Development Cooperation.
